Assessing and intervening for children ages 2 through 11 in Harford County

Our Purpose

The Safe Start Program is an assessment and intervention program for families with children ages 2-11 in Harford County that provides behavioral management techniques, stress management, problem-solving, budgeting, communication, and organization skills. The 90- to 120-day program focuses on preventing child abuse and neglect by providing a continuum of services that support and strengthen families through screenings, referrals, and intervention services either in the family home or in the community. Prior to discharge, wrap-around services can be arranged with various agencies in Harford County depending upon what services are still needed.

Who We Serve

We serve children in Harford County ages 2 through 11, as well as their families. By assessing the behaviors and mental health of children early on, we hope to make a lasting difference in their lives.

The Program also makes referrals to partner agencies for GED preparation, speech and developmental evaluations, job placement, maternal and child health education, psycho-educational groups, respite and substance abuse groups.
This program is available to residents in Harford County who may self-referral, or request a referral from one of our partner agencies: Early Head Start and Head Start, DSS, Infants and Toddlers, Harford County Health Department, Child Find, Anna’s House, Abilities Network, Harford County Board of Education, Office of Mental Health or Harford Family House.
