Our Purpose
Gallagher Services provides residential and meaningful day supports to adults with intellectual and developmental disabilities. We are a Council on Quality and Leadership (CQL) accredited agency that utilizes a person-centered approach to deliver services that support people in living the life of their choice. Supports and services are funded through the State of Maryland Developmental Disabilities Administration.

Community Living
Group Home: Community Living – Group Home offers an array of services to assist a person to participate fully in a residential setting within their community. Through the Person-centered Planning process, Gallagher Services will be focusing on supporting people in living, working and participating in the life of their choice. We offer community living options in these FOUR counties: Baltimore County, Baltimore City, Harford County and Anne Arundel County.
Services may include assistance, supervision and training in the following:
- Housekeeping
- Menu planning, food shopping, meal preparation and eating.
- Personal care and assistance with hygiene and grooming
- Any task to ensure health and safety, including nursing services and medication administration.
- Maintaining and cleaning adaptive devices
- Providing 24-hour support
- Engaging in activities to improve social skills.
- Managing finances, including money management, banking, paying bills and tax preparation
In addition to these types of services, Community Living Services also provides assistance necessary to effectively link a person with their community. Examples may include assisting the person to:
- Establish relationships in the community with people, organizations or associations in an effort to build a natural support network.
- Enhance skills related to expressing preferences and choices.
- Facilitate opportunities for the person to acquire skills identified in their Person-centered plan, including self-advocacy training and participation.
- Secure and maintain government and community resources.
- Locate roommates of the person’s choosing
Supported Living: Supported Living services may be provided up to 24 hours per day, as needed, in a home that is owned or rented by the individual receiving services and in which the individual is not supported by relatives, legal guardians or legally responsible persons.
Shared Living: Shared Living Supports provide coordination, oversight and monitoring of Host Homes for people supported. Shared Living Supports emphasize the long-term sharing of lives, forming of caring households, and close personal relationships between a person and a Host Home
Meaningful Day
Community Development Services: Community Development Services (CDS) assist a person with development and maintenance of skills related to community membership through the engagement of community-based activities. Services may be provided one to one or in a group setting up to four persons that share similar interests and desired schedules.
Employment Services: Employment Services are available through job discovery; aimed at identifying a person’s abilities and ideal work conditions, job development; designed to provide support for a person to obtain a job in a competitive integrated employment setting, as well as on-going and follow along job supports.
Day Habilitation: Day Habilitation services can be provided in a variety of settings in the community or in a non-community living setting owned or operated by Gallagher Services.
Services may be provided one to one, in small groups (i.e., 1 to 5 people) or large groups (i.e., 6 to 10 people) depending on the level of approved support needed.
Personal Supports
Personal Support Services offers habilitative services to assist people who reside in their own or family home to develop or maintain skills related to daily and community living. These activities will be based on a person’s own outcomes/goals, experiences and barriers with a focus on keeping, training, learning, or improving skills and functioning for daily living. Personal Support Services include but are not limited to the following:
- In home skills development
- Community integration and engagement skills development
- Awake Overnight supports; and
- Personal care assistance services are based on a person’s need that does not comprise the entirety of the service.
- Delegated nursing tasks based on the person’s need
- Direct support services
- Transportation to, from and within the service
